The picklist field in salesforce is a really awesome tool and should be used where possible.
This field is used when you can have a set, standardized list of options for users to choose from.
For example, think of a product selection and you wanted to choose from a list of pre determined colors. You could select one single color, this is a great use for the picklist field.
This field is also really great because you can use it to filter down on reports and list views.

Step by Step
The first thing that is needed is to head to the setup of salesforce.
To do this click the gear icon in the top right corner and select setup.
Then go to the object manager and select the object that you wish to create this new field for.
From there go to fields and relationships.
From there click the new button.
This will take you to a field type list.
Choose picklist and select next.
Then you will need to enter in the metadata. This is going to be things like the naming conventions.
You will also need to identity if you will be using a global picklist value set or entering in each value.
Once you’ve decided that you should enter in the applicable lists.
Bonus: most users like having the list alphabetical as it makes it easier to search.
Click next and set the field level security. This allows certain actions to be performed by users.
Click next and add this new field to the correct page layouts.
Click save and you have created your very own picklist field in salesforce.
