The Time field in salesforce is a great field to show when something is going to happen or by what time it needs to be completed.
For example, you could use this field in a healthcare scenario to note check-in time for a patient and also discharge time.
This field could be confused with the Date/Time field so make sure when you use this field that it is not a scenario when you should be using that functionality.

Step by Step
The first thing you will need to do is get to the setup portion of salesforce.
To get there click on the gear icon in the top right corner and select set up.
Then click on the object manager.
This will bring up a full list of objects in the salesforce org.
Then click on the object that you wish to create this new time field for.
Then click fields and relationships.
This will bring up a full list of fields that are on the object you selected.
From there click new to create a new field.
This will bring up the list of data types that you can use.
Select TIme and click next.
Then you will need to enter in the metadata for this new field.
This will mostly be the naming conventions.
Click next and choose the field-level security for this new field. To allow or disallow certain functions on this new field.
Click next and choose which page layouts you would like to see this new field on.
Click save and you have created your very own time field in salesforce!
